No, we were actually restricting some trade with Germany. That in fact
led to the Hindenberg disaster. And many in our government were in fact
strongly looking for a reason to join the fight.
Americans couldn't get their minds around the reasons to join the fight,
but by and large they didn't approve of Fascism. It took an attack to
spur them into supporting the fight.
Just as most Americans didn't approve of terrorism on September 10th,
2001.
