RBL is already dead.  Experian destroyed them with a frivolous
lawsuit.  They no longer attempt to stop spam-in-progress, and it's
harder to perform a successful RBL nomination than a Crackmonkey
unsubscription.  They have become a spam-friendly decoy timesuck.

You will know that an organization has replaced the RBL when you can
once again forward email to your celfone without using a whitelist.
