In our last episode, Praedor Tempus expounded:

No, *Selective Service registration* is there "just in case".  The PR
to justify it is that "it CAN be used in emergencies".

That legislation says this year's junior class *will* be conscripted
if it's passed and signed.  Read the bill's text--there is nothing in
it that says "the President can turn this on like a light switch when
and if he feels like it."
