It indicates "end of tag", thus alliviating a need for an end tag. To wit:

This:

<RANDOMXMLTAG name="value"/>

instead of:

<RANDOMXMLTAG name="value"></RANDOMXMLTAG>

XML demands that all tags be closed, but the people who worked on it
realized this would be way annoying for tags like the above.
